Heilongjiang Province is one of China's old industrial bases. It is also an important base for the country's equipment industry.

Since the founding of New China, especially since the reform and opening up began in the late 1970s, the overall technical level of Heilongjiang's equipment industry has continuously increased.

Heilongjiang now has a strong equipment industry, which has made a major contribution to the nation's economic development.

Heilongjiang's equipment industry includes: power station complete equipment; heavy machinery and equipment; new micro autos; sedans and engines; freight cars used in fast and heavy-load railways; railway cranes; heavy CNC machines and CNC measuring devices; precise and complex tools; precise, high-speed, heavy-load and low-noise bearings; new agricultural equipment; agricultural products and by-product processing equipment; branch line airliners; new multi-purpose planes and helicopters; welding techniques and equipment; new industrial batteries; robotics and electronic equipment manufacturing; linear motors; and new environment protection equipment.

Simultaneously, a batch of well-known equipment enterprises has been formed, including the Harbin Power Station Complete Equipment Corporation, China No 1 Heavy Machinery Group Corporation, Qiqihar Railway Car Group Co Ltd, Harbin Aircraft Industry Group Corporation, Harbin Dong'an Engine Group Corporation and Harbin Bearing Group Corporation.

Excellent relations have been established with many internationally known companies in power generation, metallurgy, petrochemical equipment, heavy metal cutting machinery, presses, large agricultural machinery, aircraft, railway cars, tools, measuring tools and bearings.

Four joint venture enterprises have been established with US firm GE, Japan's Mitsubishi, Brazil Aerospace and John Deere.

This has made a major contribution to the overall competitiveness of Heilongjiang's equipment manufacturing industry and has laid solid foundations for the entry of more international players.

According to statistics, among the 36 categories of the province's equipment products, the domestic market occupation rate of 25 categories exceeds 50 per cent.

The quality and performance of such products as 700,000-kilowatt hydropower units, 1 million-kilowatt supercritical units, large gas turbines, 1,000-ton hot-wall hydrogenation reactors, micro auto engines, highly precise bearings, large combine harvesters, various heavy CNC machinery, branch-line airliners, the Z9 series of helicopters and new freight cars used in high-speed railways, all reach or are near the advanced international level.

Taking the revitalization of old industrial bases as an opportunity, Heilongjiang has determined the development direction of its equipment industry by bringing into full play the comparative advantages of its current equipment manufacturing industry, with support for major projects such as introducing key techniques, intensifying independence and developing innovation.

It will also restructure the equipment industry with digital technology, increase the technical level and international competitiveness of major equipment products, speed up construction of a co-operative production system in major industries, develop advantageous industry groups, intensify the core competitiveness of enterprises, concentrate on the equipment manufacturing industry in Harbin and Qiqihar, and enhance the flexibility of the equipment manufacturing industry.

All of this will make Heilongjiang a modern, leading and internationally competitive major equipment manufacturing base, as well as a processing area of international importance.

The scalization of the car industry in Heilongjiang Province is mainly starting with the production of mini-cars and mini-engines by the Harbin Aviation Industrial (Group) Co Ltd, formed as a result of the combination of the Harbin Airplane Industrial Group and the Harbin Dongan Engine Group and established formally on April 30, 2004.

The company manufactures helicopters, light cargo-transport planes, extension passenger planes, aviation engines, gear-down drive systems, cars and automobile-purpose engines and their gearboxes.

Covering an area of 7.56 million square metres, the Harbin Aviation Industrial (Group) Co Ltd now has more than 27,000 employees, with its total assets exceeding 17 billion yuan (US$2.2 billion), and net fixed assets of up to 5.5 billion yuan (US$696.2 million).

The group has the capacity to produce 300,000 cars, 550,000 car engines, 500,000 sets of aero-engine drive systems and 500,000 helicopters and aeroplanes annually.

So far, the group has already produced and distributed more than 1.2 million automobiles of various types and over 2.5 million automobile engines and gearboxes, and has contributed greatly to the economic development of Heilongjiang.

Based on the group and according to the industrial relationship between the general assembly and components and parts industries, Heilongjiang's automobile industry has been concentrated in Harbin's Pingfang District over the past two years.

Since the construction of the 10-square-kilometre Pingfang Automobile Parts Industrial Park in Harbin started three years ago, 41 car part enterprises, including Wandu from South Korea, Mitsubishi Corporation from Japan, Jiahao Company from Canada and Dongyang Corporation from Taiwan Province, have already established themselves in the park.

The five categories and several thousand kinds of parts produced including chassis drives, electrical equipment, body and internal decorations and universal parts have contributed to the strengthening of Heilongjiang's car component and parts industry.

Many car parts enterprises such as Wanxiang Group, Wandu Corporation, Quanxing International Group from Taiwan and Ningbo Huaxiang Group have settled in the Harbin Automobile Industrial Park.
